POSITION TITLE: FAMILY ADVOCATE

REPORTS TO: SITE MANAGER

FSLA Classification: Non- Exempt - Contractual

GENERAL RESPONSIBILITY: Operate in compliance with all policies and procedures as established by Northern Kentucky Community Action Commission and Northern Kentucky Head Start and the performance standards as established by the Federal government regarding program operations; and, to promote and provide quality service delivery to the children, families and community of our service area.
Fulfill responsibilities as an early childhood development and health services team member and carry out tasks as outlined in the component plan

SPECIFIC RESPONSIBILITIES:

  • Knowledge and ability to address family concerns and utilize community resources necessary to address the identified concerns.
  • Responsible for completion and maintaining all necessary files of assigned caseload.
  • Assist in recruitment and enrollment of children, as outlined in program policies.
  • Complete enrollment process for all enrollees to include but not limited to the pre and re enrollment process.
  • Encourage parent participation in all aspects of program operations.
  • Provide courteous and positive interaction with parents, staff, and community.
  • Advocate for right of clients.
  • Carry out tasks as outlined in program component plans.
  • Complete a Family Partnership Agreement with each family in your assigned caseload.
  • Assist in developing, updating and utilization of the Community Resource List for parent and staff reference.
  • Maintain daily attendance records, contacting by phone or home visit any child whose participation is irregular as outlined in program policy. Submit monthly attendance record to supervisor and copy to the Family & Community Partnership Content Area Specialist.
  • Schedule and conduct weekly conference with teachers and other component staff for the purpose of referrals, communications regarding family situations to include follow-up, feedback and documentation.
  • Make initial home visit and any additional home visits as outlined in the component plan necessary to insure quality service delivery to clients.
  • Review parent handbook thoroughly with each enrolled family and complete appropriate documentation.
  • Maintain child files with current family information, including referrals, family service plans and activity log.
  •  Report change of status promptly to appropriate staff members as outlined in procedures.
  • Follow-up and document to assure delivery of needed service has been completed.
  • Submit weekly report to Family & Community Partnership Content Area Specialist and copy to your appropriate Site Manager.
  • Utilize and coordinate the services of community agencies in addressing the identified needs of Head Start families as indicated in the Family Partnership Agreement.
  • Attend to sick children according to Sick Child Policy.
  • Assist in screening all children with parental permission for required medical screenings.
  • Assist with head lice checks and head lice information to parents.
  • Assist in fund raising efforts with guidance from the Family & Community Partnerships Content Area Specialist.
  • Collect volunteer time sheets weekly from assigned classrooms and submit to the Family & Community Partnership Content Area Specialist.
  • Ensure that assigned classroom has full enrollment.
  • Assist with bus monitoring duties as scheduled.
  • Ensure that all children have physicals, immunization certificates, and dental exams, monitor and document follow-up.
  • Provide and/or arrange for transportation services for children and parent/guardian to health appointments when necessary.
  • Assist in referrals to Mental Health and/or Disabilities Content Area Specialist, assist in scheduling and attending meetings, complete documentation and distribute to appropriate staff.
  • Assist in classroom as necessary.
  • Work cooperatively with all CONTENT AREAS of the program.
  • Maintain the confidentiality of staff and clients.
  • Maintain a clean and organized work area.
  • Participate in the annual self- assessment.
  • Attend staff meetings and training, as required.
  • Follow established child abuse reporting procedures.
  • Assist in recruiting and training parent and community volunteers.
  • Assist in securing in-kind donations to match the required non-federal share identified annually.
  • Performance of any other work related task deemed necessary by direct supervisor.

QUALIFICATIONS:

  •  High school diploma or GED required.
  • Computer skills.
  • Strong written and verbal communication skills.
  • Valid driver’s license and/or provide transportation to fulfill job responsibilities.
  • Ability to work with people of diverse and varying socio-economic backgrounds.
  • NKCAC-Head Start cannot employ anyone who has been found by the Cabinet to have abused or neglected a child.
  • Ability to lift and/or carry up to 50 lbs up to 50% of the time
  • Ability to sit at, read, and enter data on computer for prolonged periods of time up to 75% of the time
